It's the year 2060. People with special abilities started to emerge fifty years ago, and despite the small numbers, the human population started to panic. In some cases, rightfully so. The things these "specials" could do were amazing and defied most scientific explanation. But what could be done?
The government debated and in the end, it was said that all "specials" were to be required to register themselves with the government as soon as they discovered their powers. Once registered, research showed that only roughly four percent of the population had abilities, but together they had the potential powers of multiple armies.
Afraid of this power, the remaining ninety six percent of humanity banded together, shunning these specials and making it hard for them to get jobs or a decent education. Laws were passed by the majority.
In desperation to fend for themselves and their families, many specials turned to a life of crime to get by. This, of course, caused the local police forces to become more militarized. It gave birth to the creation of Enforcers.
Along with more advanced technology to deal with the threat specials posed, Enforcers were specially trained to deal with abilities. Entirely human, they were heavily armed and given the authority to use whatever means necessary to stop specials before they used their powers in dangerous ways, even if it meant killing.
Years later, most specials can't find work, and what work they do find is unfair with no legal footing to get better pay. Many are homeless or barely scraping by. Drones fly overhead, scanning for danger and ready to drop a robotic force to deal with specials without the threat of human casualties while Enforcers make arrests. And nothing seems to be looking better.
