Humans can have relationships with specials, whether they can have children depends entirely on the breeding restrictions for each species.
Regular human females carry their babies to term, which is 9 months here in the world of Code 8. It is possible for them to miscarriage, and any risks usually affecting human pregnancies may affect pregnancies here on Code 8.
While some babies may be born healthy, others are born sickly; though we will trust that you know how to monitor yourself and will make that choice on your own.
Specials are the lowest of the low in today's society. While they are born "human" they often come into their powers early in life. They are mistreated and are the recipients of rumor, judgement, bigotry, and oftentimes hate. They struggle to get jobs and most turn to a life of crime in order to feed their families. You might think it's cool to have superpowers, but the government has regulated the use of those powers so much that sometimes it's not even worth it to have them.
Those powers can range widely in both skill and strength. Sometimes a special's powers are little more than an enhanced magic trick. On the other hand, sometimes they could level cities with a thought. This effects only four percent of the population, but their combined power makes humans afraid for their safety. When making a Special, please keep in mind that class fives are rare.
With the threat that specials pose, the police force has become more militarized. There are still everyday police for most human infractions, but there is a special force who receive more training called Enforcers. They are skilled in combat and negotiation techniques and have specialized weapons that use higher force than that of the average police issue Glock. They are often called in to track down special suspects who might be on the run, to negotiate tense situations where a special is holding others hostage, or to act as bounty hunters if need be.
These Enforcers use their special training, which isn't just physical but also psychological in nature, to help keep the special threat at bay. They are masters at protecting the human population and are trained to recognize special abilities (or to fight against them in some cases). They also handle all of the registrations that specials must go through and determine which class a special person is placed into.
